I have an octagon window that has damage on the sill. I sanded the old finish off.
Should I use wood hardener on the damaged sections before I put an epoxy finish on it? Or just the epoxy? I plan it put a natural maple veneer on it to finish it.
Thank you.

Plan backwards from how you plan to adhere the veneer... will it stick to epoxy? Be sure to find and fix the leak before you begin inside.
use an epoxy hardener like Abatron's first. (after fixing the leak.) Here in Tennessee single pane windows can have interior sill rot from winter condensation. The fix for that is a second pane of glass on the exterior.
Wood hardener is crap. Don't waste your time and money.
If the wood is at all soft or punky, check out RotFix. It's a two part epoxy that is very thin, and will soak into the soft areas and Haden. If there is wood that is missing, they have an epoxy putty that you can stick to the wood and mould to the desired shape.
