I am very interested in building a set of dining chairs similar to Han Wegner’s CH23. Does anyone know where to find plans of something similar?

I couldn't find any plans that fit that chair imo.
This may help you figure things out, though, and is where I'd start.

If you know the chair you want to build I’d get close up pics of the chair and draw it out at 1/8” scale. Then make a model off that drawing. Proportions can be made and tweaked during the model phase.
Once a full sized drawing is made from a scaled drawing you get the patterns and joinery layout right from the drawing.
This is probably how we should all aspire unless one is creating an exact reproduction of a piece but how many times can we do that?
I found plans (and an in-person class) for Wegner's Round Chair here: https://www.epicwoodworking.com/product/cr/. It's not the CH25, but it's the same designer and a damn good chair. The plans are physical. You won't get a digital copy, but you could probably take them to a shop to have them converted, if that's what you want.
I admire Tom's work, both as a teacher and as a maker, but that chair is a rather inaccurate copy of the Wegner Round Chair. I can say this as I own an original and have built a copy in Jarrah. Mine won an award at Pop Wood magazine a number of years ago.

There is a photo below alongside an original (mine is the one with the woven seat). The famous "dovetail" joinery is not clear in this photo, so I added another at the end. Tom's version does not include this.
“The Chair”, as it is affectionately called, also nicknamed “The Round Chair”, was known to Wegner by its number, which was PP501. This had a corded seat. He later produced a PP503, with a solid seat. The original version was designed in 1949.
A second design is another Mid Century style, the DC 09, designed by the Japanese- Scandinavian duo, Kyoko Inoda and Nils Sveje, in 2011. It is built by the Miyazaki factory in Japan. A couple of photos below. Made in Hard Maple. This one I only had photos to go by, and it took me a great deal of research to work out the dimensions. SF, look at the build(s) and let me know which measurements you need. However, I am not sure that measurements alone would help. What you really need are drawings so as to create templates. There are positions, angles and curves, and some of these are subtle, but they interact to affect the whole appearance. Working from photos alone is a HUGE challenge. My recommendation for someone starting down this path is to purchase a cheap replica and make the templates from this. I would have done this for the DC09 if I had known they were available. You can refine the shape at the end.
