I have constructed a bed for my son and applied 3 coats of Watco Danish Oil to the wood. It is now approx. 1 month since the last coat and the surface is still not completely dry. Is there anything that can be applied or any method to dry this surface?

What type of wood is the bed?
With Watco , which tends to be flooded on, if you don't thoroughly wipe down and dry the surface it can bleed out of the pores.
On a porous wood, you need go back about ten to fifteen minutes after you initially wipe it and do it again.
If the surface is still wet as you say, you can try wiping in down with naptha and drying right behind it. Naptha is just a faster evaporating mineral spirits.
You could also use a grey scotch pad with some naptha which will lightly "scrub" the surface and again dry behind it.
If that doesn't do the trick you might consider some acetone. This evaporates extremely quickly so just do a small section at a time and dry with a clean cloth behind it. Don't flood the solvent on; wet a rag instead.
Be sure and hang the rags used that may be impregnated with the oil to dry. You could also wet them down afterwards. Oily rags can cause spontaneous combustion.
