I have been trying to plane a piece of 8-4 black walnut 12” wide x 24” long.
the planer is leaving a scallop like snipe in the middle of the piece
Any one have any idea what’s going on?

Did you joint one face flat first? Jointers make things flat, planers make the other side parallel to the jointed face. If your reference face (the one on the table) is untrue, the planer will perform poorly.
Planers, like tablesaws and some sanders expect a consistent feed path. That is, the cutter or abrasive is fixed and the material moves past it. If the result is irregular, that means the feed path has deviated. Look for table, platen or material irregularities that would cause the feed path to be irregular.
Look for a bump where the bed lines up to the outfeed table
I have been running 4-4 stock with no problem, I understand snipe on the end but not in the middle
put the board with the snipe on the bed with the divot under the cutter head. Seems like the culprit has to be at one end or the other on such a short board.
