I need to design and build a chest in the Arts & Crafts style that will be on a porch which will get some weather. The customer will store cushions in it and it will be sat on at times. Have any leads where I could find plans for this? It needs to be roughly 42″ wide, 30″ deep and 18″ high.

I don’t know of any plans for A&C chests - There are however, a couple of nice examples of A&C chests in the gallery (at this site)

A friend of mine (Tim Celeski) has quite a bit of experience building outdoor furniture. Below are a few of Tim’s suggestions
Use a good outdoor glue such as marine epoxy or titebond 3.
Make sure the chest has plenty of ventilation.
If metal parts are needed - use bronze or stainless steel.
Wood on wood joinery is preferable
