Mike I made a ring that fits in the top half of the can that keeps the bag from getting sucked up the out take. As for the bags Wal-Mart sells material for cheap. If it is outside than any cheap material would do, or I think it would anyway.
I am sitting here talking to my wife who sews and she says that light cheap material would not stand up to DC usage, even for one time use. She said that you would need heavier cotton like material to with stand the abuse. I have a couple of books that I will look in that may have some ideas.
