For several years I have had an old draw knife that has no handles. Please help me with the replacement process. Can I just buy file handles and go with those? Any and all help will be appreciated, thanks in advance

Well yes you can , but it will stick out like three nuts on a lion (in other words don't go there).
Assuming you have one of those 'nice old tools', I suggest you turn or carve/rasp/file/sand a pair to suit , with ferrules.
You can see some drawnife handles in catalogues such as the Lee Valley, page 104
