Depends on the bit type and diameter. Do a web search for "drill press speed chart" and you'll find charts which will give you the speeds for various bit types and bit diameters depending on the material being drilled. I have one of the charts laminated and attached to my drill press for quick reference.
I pretty much leave my drill press set to a high rpm for wood.
IMO high rpm and a slow entry are best for soft woods.
Generally . . . smaller bits = higher speed, for that figure a softer material = higher speed. As eieio1 states, bit type, geometry and material all play a role. Here's a chart I keep stuck to a cabinet near the DP and one from Wood Mag.
