Green or Kiln Dried?
If you get the kiln dried you really don't need to wait. I'd give it no more than 3 weks to get used to your shop. The kiln dried is marked KD and will cost more.
If green, you need to test the moisture content when you get it home. Check it every week and use it when the moisture content stabilizes. Be aware it most likely will 'move' as it dries.
If you don't have a moisture meter, buy the KD wood.
Where the bench will be used determines the glue to use. Indoor, Titebond II works, but I would not depend on just glue to hold together a bench for a long use. Benches get heavy use!
If going to be used outdoors, I would use either Titebond III or epoxy. Woodcraft sells an epoxy that cures overnight so you have loads of open time.
Hard to say what set tiime you need - that depends on the design.
