The last “Tools and Shops” had a Q & A re: a 1 1/2 hp dust collector for central DC. But the main pipe runs at 3′ from the floor along the wall, instead of up to and then along the ceiling/rafters. The assertion is that this provides much better suction, due to less pipe. Has anyone any experience with this concept or any comments? I have a 1 1/2 hp Penn State and am about to set up a system.

Well, for sure, the less pipe the better. Not sure how many of us could have pipe running 3' above the floor though. I just got a DC last weekend. Plans are to use rigid pipe, probably PVC, as much as possible, as the "hose" that we see so much of really decreases the efficiency of the system.
If you're just setting up a system, I'll send you where everyone else sent me <grin> which would be Bill Pentz's web site. I printed off a good 60 pages there the other day, gonna try to wrap my head around the info this week. If you've already been there, my apologies. I'm sure it's way more than most of us want to know, but there's alot of important, core information there too.
Keep us posted on how it's going. Dust control is such an important part of setting up a shop!
