I have had the dust collector you are referring to for several years. When I bought mine it came with top and bottom fabric bags. I have had the machine for several years and haven't had any problems, and it gets used almost every day. I always thought about upgrading to a cyclone but always hesitated because of price. Because of this, I began researching on how to improve the preformance of my dc.
The Delta DC can be made to perform much better that the stock machine. I bought an oversized upper filter bag from American Filter Fabric, since my dc was an older version this allowed me to start using the poly-bags on the bottom(for easier clean-out). I also removed the "Y" inlet on the machine and replaced it with a single inlet( a 6"to 5", or 6" to 4" reducer will be needed here depending on the size of hose you want to go with). There was a restrictor plate behind the "Y' that was removed also-thus allowing more air to flow. Lastly, I increased my hose diameter from 4" to 5". This may sound like a lot, but the changes made a huge difference in the performance of my dc--at a fraction of the cost of a cyclone. I may end up getting a cyclone one of these days, but for now am quiet happy and satisfied with my dc. If it broke down tommorrow, I would probably go this route again.
I now have a cyclone, but use my old 1 hp Jet dust collector for the sliding miter saw exclusively.
Like yours, my Jet came with (loosely-woven) fabric bags. I bought a new "Shaker felt" bag from Highland Hardware and put it on the top of the collector. Then, I put a standard poly trash bag on the bottom, and set that inside the old cloth bag. That keeps the plastic bag from blowing off.
The Shaker felt bag allows more air to pass through, yet filters finer particles. Because of that, so far I'm not noticing a falloff in performance or straining from the motor even though the plastic bag effectively blocks half of the air discharge capability. Everything works well, and I was pleased with the upgrade for about $25 bucks or so - plus shipping!
