I’d like opinions on a ECE Primus Shoulder Plane. I’m thinking of buying a shoulder plane and wonder if the Primus is comparable to a Lie-Neilsen. How much maintenence and setup is required on the Primus. I’ve heard that the Lie-Neilsen’s are good out of the box and require only honing to get them going. I’m wanting to have a good experience with any plane that I purchase.

ECE is good stuff!
My first block plane is one, with a lignum vitae sole. Never used the pricy Lie Nielsen so I can't comment, but wood soles are always easier to use than metal ones.
I have the smallest lie Nielsen shoulder plane plane and its a very nice tool. If you get a LN product you will be very pleased. I have not used the Primus planes so I can't help you there.

I do not see the ECE and LN being comparable. In addition to being made of wood, in quite different price ranges, the ECE (as far as I am aware) does not use a mechanical fine adjuster.
I do have a couple of ECE planes and like them. However, when it comes to shoulder planes, among the adjuster metal ones I'd consider LN and LV (I have the LV but cannot comment about the LN other than by reputation as I have not used it). Among the non-adjuster wooden shoulder planes you owe it to yourslf to try the HNT Gordon range. I also have one of these and it is exceptional. Do a search of the FWW articles for a comprehensive review (completed in the past couple of years).

No experience with the ECE shoulder plane, but have used their wooden moving fillister and dovetail planes; both excellent. I have LN's large and ½" bronze infill shoulder planes. Both are superb planes, ready to peel real thin shavings off end grain right out of the box. Honing is required only if your definition of "sharp" requires it.....otherwise, very little to zero tuning is needed. I'm sure that you'll be very happy with the LN if you go with theirs.

I've only heard good things about the LN planes. Thats what I'm looking for is a plane that will give me a good experience so I can have that Ah Ha moment. You know when a tool works the way everyone says it will and you understand what all the fuss is about.
