HI MATT,
QUESTION ON 3/4″ THICK WHITE BIRCH FACE FRAME GLUED AND DOWELLED.
DESIGN CALLS FOR A 10″ HIGH BASE TOE ON BAR FRONT. IT WOULD BE GLUED AND DOWELLED TO THE CORNER VERTICAL STILES. STILES ARE 1-1/2″ WIDE.
THE GRAIN RUNS HORIZONTAL ON THE 10″ PC. DO YOU THINK THE 10″ PC.
WILL EXPAND AND SPLIT AT THE DOWEL JOINT?
SEALED WITH STAIN AND CONVERSION VARNISH.

A rule of thumb is that wood can expand around 1/16" per foot of width. So you're talking less than 1/16, depending on your humidity, etc. So it might not be a problem for just 10". But if I were doing it, I'd use Birch ply for the toe kick and join it to the stiles (verticals) with dowels, or pocket screws.

I agree with Tom's advice. However, even if you do go with solid wood I don't see movement being an issue.
