Here are the issues.
Building a built in library out of 3/4 oak ply. Adding 2″ face frames to front of cabinets. what to do at connections? 2 2″ pieces side by side? how about at corners? If overlapping the junction of two cabinets with 1 2″ piece what to do if one cabinet is much shorter as in a cabinet in this case built to connect across but goes under a window?

I would be glad to help but I find the way the question is put together to be very confusing. What connections are you speaking of? Is it a 22" piece or two 2" pieces? Stiles or rails? There are many different ways to join faces frames together. What kind of equipment do you have? Dowels, mortise an tenon, biscuits, pocket screws, corregated fasteners, glue pads or just plain nailing it to the cabinet partitions.

Sorry for the confusion. what i am really asking is for help with the layout. as in how to space or size stiles in corners or where two cabinets of unequal heights join side by side
That's OK unles you are in a hurry. Your new questions lead to more questions from me. Are you going to mount doors to the face frame? If so what style and overlay would you use? Are you going with a Euro 35mm pocket hinge? Do you want to have some reveal of the face frame showing or just a saw kerf. How thick are the doors and how far do the pulls extend from the door and drawer fronts? If you answered those questions then I could recommend the stile and rail widths.

Generally speaking on end stiles I'd use 1-1/2" where to cabinets join together in line. On inside corners, the one that receives the other should be 3/4" wider than the other and could be 1-1/2" and 2-1/4"unless you are having doors, then they should be 3-1/2", 2-3/4" min. Top rail on a book case is arbitrary just plan for your crown molding and or an arch or detail can be cut into it. A bottom rail is optional on a bookcase. Any mullions? With dis-similar heights, the taller one needs to have a finished end where it sticks up.
