I have a Delta Contractor saw and would like to up-grade the fence system. The saw’s about 20 years old. I was thinking of installing a Biesemeyer Home-Shop 28 or 40 inch.I would appreciate any suggestions and pro’s or con’s.

Go for it. The Bies is the standard although you will find many clones. Some say the unifnece is more versatile but I've been using them both since way back when and with a few jigs I find the Bies is more versatile and certainly more rugged. The square tube allows you to clamp stuff to it easier.
I had the homeshop version on my previous saw and now have the commercial Biese...love them both...top of the heap IMO for all around ease of use, accuracy, and longterm reliability. The Biese is a bit steep as an aftermarket add on. If you're wincing at all about the cost, you could also consider the Shop Fox Alumarip Classic that comes on the Grizzly contractor and hybrid saws, as well as the SF contractor saws (item H5742). It's essentiall a Biese homeshop clone for ~ $200 plus s/h.
The Vega is an excellent value as well.
What size did you have on the Home-Shop?
I had a 30" rip capacity, and I think the fence was 36-40" long.
