I’m building garage cabinets from sheet plywood. Would like to apply a finish to prevent mildew, water protection and looks. Need a few gallons so cost a factor as is ease of application. Any suggestions? How about deck sealer or something like that? Thanks for your help.

Shellac is quick and easy.
I suppose their is something cheaper but by how much I'm not sure.

I agree with Doug, shellac will work for garage cabinets as it's easy to apply and to repair. All you need to do is brush on another coat over the damage and you are food to go. I'm not sure why you would be concerned about water damage in your shop, unless you are thinking the exposed ply ends will delaminate over time, but 3-4 coats of shellac will take care of that problem too.
