I’m looking for a little help on finishing my first big project. it is a book case. The instructions that I got from a friend is to use laquer as a final finish step. The guys at the paint store looked at me like I was daft for trying to apply laquer with a brush. My friend said that as long as you keep the edge wet you can apply it with a brush. He suggested RADD laquer.
Any help would be greatly appreciated.

Your friend no doubt means "Rodda" brand finish. A friend of mine on the west coast gets beautiful results with it, but he sprays it only. It's not available in my area at all.
Deft makes a well-known, readily-available brushing lacquer with a most obnoxious odor, but it levels well. You must use a natural brush--and don't be cheap, get a good one--as it eats synthetics. You must apply this with good ventilation unless you have a respirator, or else buy yourself another kidney before you start.
