Can anyone suggest a means of removing runs in sprayed lacquer on my topcoat without having to cut-back and simply re-spray? If I remove them with a cabinet scraper and then rub with wax and steel wool, will this work? Thank you.

The cabinet scraper is definitely the best way to remove a run in the finish- carefully scrape till the run is at the level of the rest of the surface.
As far as wax and steel wool- check with Pete Gedrys for more info on rubbing out- but you should be able to proceed with a regular rub out of the the whole finish at this point. You will not be able to steel wool just the area that you scraped as the sheen would not match the rest of the surface.
