I just visited http://www.shellac.net and the site showed up fine. Maybe they were experiencing technical difficulties when you last visited.
After a browse of that site, I'd say it is probably the most comprehensive retailer of shellac products that I've ever come accross. But Lee Valley also sells shellac flakes here.
