I am ready to glue everything up, but it occurred to me that the panels should be finished first, otherwise there would always be an area around the edge of the panel that is bare. Am I correct with this approach? Thanks

Yes, its a good practice because not only might a bare edge show but you might instead get finish sucked by osmosis into the small gap atween panel and frame, when you apply finish to the panel in-situ, only for the stuff to later ooze out or otherwise reveal itself as a thick & claggy line of finish.
However, you might want to leave two small bare areas at the top/bottom edge centres of the panel on which to dab a spot of glue to keep the panel centralised in the frame even as it expands and contracts a bit side-to-side.

I agree with what Lataxe said with shocking brevity. The only time you can get away with it is when building in the heights of your driest season when the panels are a small as they will ever get.

For what it's worth, I've never pre finished panels, or done anything special. I make sure they are sized properly, glue them up, and apply finish when the project is done. I've never had any sort of issue.
Ah yes, John_C2; but in your case the universe conforms to your wishes rather than the other way 'round, as is the case for the rest of us. Well, it's either that or your special spectacles. :-)

Lat_Axe and John, you're both right, depending on how wide the panel is.
12" or less & wood stable and dry, never had an issue.
But I still do it anyway............
