Most non-poly oil based varnishes can generally be applied without sanding the prior coat if apply within 8-10 hours. However, oil based poly varnish has reduced adhesion compared to non-poly varnishes and it may not adhere well unless the under coat is thoroughly scuff sanded.
You might want to contact the manufacturer of your finish and discuss it with their technical folks.
