What are the consequences, if any, of finishing high moisture content wood, specifically veneers?

Is there any publication that I can review that can help me or do you ahve any suggestions or thoughts?

*blushing and failure of the finish to adhere to the wood. don't know what percentage you mean by 'high moisture content', but sounds like you might need to buy a moisture meter.
