I want to top counter sunk screw holes with dowels that come from material I am using. I have seen forstner bits with corresponding bit that cuts the plugs. What is this kit called and any input on brands.

Fuller makes an excellent set of pilot-hole screw bits. They will countersink or counterbore for plugs. The kit contains a plug cutter.

I second the Fuller, they are very well made and worth the price. I have a set that has lasted me 15 years. I’m sure a boat builder would go through them faster with all the screws and plugs they use.

Can you cut plugs with your set with hand drill or does it need a drill press? I saw some sets that specify that the plug cutters are for drill press only. I need set that I can use at job sites.

Pretty much all plug cutters must be used in a drill press but have done them with a drill guide in the field.

I have used a nice set last year at work that contained 4 forstner bits with 4 corresponding plug cutters. They worked fine in the field with a heavy duty hand drill. Now I'm working on my own and I can't shell out the 200 euros they ask for the kit. I also could get by with 1 size of plugs. That is why I looking at a Fuller set that contains everything I need and more for a fraction of the price. Just not sure how they will cut without drill press.
You will need some kind of support for your drill. You cannot just use a hand drill to drill plugs. Another option is a guide block with a guide hole clamped to your wood. Due to the design of a plug cutter it will walk all over if you try to free hand it.
When I was looking, Fuller and Lee Valley were the top recommendations. The Fuller catalog is HUGE, they have everything related to drilling it seems, and great quality:
