A quick Google search didn't turn up any plans, but at a cabinetmaker's site, fitzwilliam.com, there are photos of a reproduction he made. You might try contacting him for more information on where he got his plans.

I also would like to locate plans or drawings for the chair. I saw the chari while visiting the FLW studio "Taliesen' in Scotsdale a few weeks ago, whiched piqued my curiosity to learn more about it's construction. I didn't think it would be so difficult to find more information on it. I wonder of the FLW Foundation will provide drawings?

Those pictures should be enough to go on...
There was an article on how to scale from pictures in FWW sometime ago I recall. Similar info can be found on the web or in books at libraries or big box bookstores.
