I recently bought the plans for the workbench by Garrett Hack. The end vise is identified but the front vise is not and I would like to know who makes it and possibly a part number, price etc…………..thanks

Can you post a picture or diagram of the vise, or perhaps give a detailed description.
Don't have a picture of the bench, but my experience is, if the vise is a quick release front vise, buy the best you can afford from the most reputable source.
I would suspect that the front vise isn't specified so you can use whatever vise you prefer for your kind and style of work, or whatever vise is readily available near you.
The vise does appear in the video by Hack on using it. To my eye it isn't a model commonly, or currently available--cerainly not a Record imitation. I think you will have to use a vise of your own choosing and modify the mounting to fit. Do follow Hack's instruction to have the front vise inset sufficiently that it's inner jaw (including wooded facing) ends up flush with the front face of the bench. mThe only semi-recent review I've seen of vises gave rather surprising results so I would take it with a grain of salt--pretty much good advise on all reviews.
