How do you make holders that grip long handles (rake, broom, etc.)? I’ve seen several designs using rubber O-rings, eccentric cams, and a very simple one that used a moving section of dowel–but I can’t remember the details!

Cut a suitably sized piece of 1/4" plywood and drill a hole a little larger than the handle.
You can then hinge this to the wall or use a short length of string to tie it to a nail.
Slide the handle into the hole. Friction will hold the broom or whatever in place.
You can make a neat device by hinging several of these to one piece of wood.
Exactly the type of solution I wanted, thank you! Most commercial grippers not only cost too much (especially if you have to invest in a "system"), they really overthink what should be a simple problem.

It was the first thing he ever made for his wife and he was still proud of it.

Wooden washers on strings might be a wonderful simple solution, but couldn't you take this as a design challenge and make something far more interesting. If you want to hang tools on the wall you want something easy to use as well as being simple. just slap the rake against the wall between the jaws and it grips them. Threading a stick through a hole may prove a pain over time.
So enclosed is an idea. I have no idea if this would work. It suggest things, a concept sketch. The idea is to have parallel slots, one side of which is a jaw that wants to fall toward the other side. As a pole pushes them apart it is held in place as the rubber pads grip the handle and pinches it in place. To release the tool lift the tool up and out.
It's just a conceptual solution at this point The fun part is making it work; getting the pieces the right shape and size to grip easily and efficiently. Trial and error. You probably can't make just one, so let us know what works.

Nice idea. However I think the arms are too long, there may not be enough sideways force. The shorter the better so that the lateral component can be greater.
The wooden washers would have the disadvantage that you need to use both hands - one holding the broom and the other the washer. But, in the spirit of this exercise, how about attaching the washer to a weak spring holding it out from the wall. You could then slide the handle in and the broom's weight would take over.

I experimented with your idea and found that davcefai is right: Short arms work better.
Then I replaced the long arms with round pieces, with a pivot hole near the edge so it would have cam movement. 4929160901 It worked, but only with a narrow range of handle sizes. Larger rounds would have accommodated a wider range of handles, but I didn't have a larger hole cutter.
I do have a keyhole router bit, so I routed a slanted slot and put roundhead screws in the center of the pucks. 4929160903 It's not a beauty, but it was easy to make and didn't require any new tools.
Of course, after finishing my toolholders I found the commercial product that had been lurking in my memory: 4929160903

Sorry Peter, but....
I tried to find a pic of some I have in my garage for holding brooms, rakes, hoes, etc. Have the weed whacker attachements hanging on them. Even tried the dig camera, no luck, yup - dead batteries. Duh on me.

Hole Through Handle
I just drill a large, half inch or three quarter, hole through the handle and hang it on a nail with the head cut off. I dislike peg board if the pegs are loose. At least one gets better at drilling the holes as is evident from these pics.
