half-fence = splitter & riving knives?

Absolutely not. What's your situation with regard to a splitter? Do you not have one for some reason. There are inexpensive and easy-to-make (or buy) options out there. What's up??

No you still need a splitter or riving knife. A half fence is just much safer as it is still possible to get a kickback with a splitter. When the blade is not raised to maximum, the splitter is quite a ways from the back of the blade. Let hang on to those digits.

As others have said, NO.
FWIW, I’ve never found the half fence configuration to help one bit in either safety or quality of cut.

No... The short fence is a joy to use and is safer when you get the feel for it. There is a reason that is obvious. The splitter and riving knife have a purpose that is obvious also.
