The approach with 2x2 balusters spaced 4" apart is very common and meets code. However, they block a lot of the view, and look like jail bars. Glass panels let you see much more of your view. Correctly fabricated, they are strong and do meet code. They also take zero maintanence. They are somewhat more expensive than wood, but not too much.
My in-laws used galvanized wire mesh sandwiched between 1x3 wood frames. The mesh is manufactured to reinforce concrete, with a 2" X 2" square pattern and wire about 3/32" diameter.
