It’s used to connect bed rails to head and footboards. Bolt screws into threads on each and other end through opening with a large hole that this washer goes on followed by the end nut to keep attached and secure.

They are used to connect counters from below, usually at corners. I suppose they would work for beds, but the large holes needed would interfere with clean designs. I used some to help reassemble my benchtop when I cut it to add a wagon vise.
