photo size is probably best limited to a maximum of 640 x 480 pixcels at 76dpi.
a pixcel can be though of as a small box on the screen that can be any colour.
on a typical monitor there are 76 of these boxes to the linear inch
at SVGA resolution (ie 800 x 600) which is common on 15in monitors, the screen size is about 10-1/2 in by 8in, so after allowing for space for tool bars and the like, a 640 x 480 image (approximately equal to 8-1/2" x 6-1/2") will display on screen without the need to use the scroll bars.
In terms of the number of colours used, by now there should be no need to limit yourself to any of the older standards so "millions of colours" should display fine on all monitors.
post the photo as a JPEG, file extension is JPG, please avoid TIFF or BMP. When saving the file as a JPG, if you have the choice compress the file to a size less than 50kb. There are a number of utilities available to resize photos, however I haven't used any of them as I have a full commercial strength photoediting program.
