There are a lot of fantastic machines out there such as the Oneway 1224, http://www.tools-for-woodworking.com/product.asp?3=330 or the steel bed Delta http://www.tools-for-woodworking.com/product.asp?3=332 which are fine machines. However, In my mind these need to be running 10+ hours/week to justify the cost. If I were in the market, I'd look for a nice old Delta or Powermatic - real workhorses and many can be purchased for $500 or there abouts.

Don't forget to save some bucks for a duplicator if you are doing a bunch of the same spindles!
You want to turn balusters. A balustrade is the complete section after the top & bottom rail are attatched. I've turned over a thousand spindals on a used lath that came from a tech school.Paid $1,000 with Vega duplicator ( also very used ) .No complaints.Before I purchased I looked at many models includeing Mini Max,Delta,Vega,ect. I felt Powermatic and General were well built machines. ( both in the $3,000 range ).If you are planeing on turning steady I would check into automatic lathes.
