Hi Simon,
looks like what you need are snap (retaining) ring pliers
What Mj said but not all retaining ring tools are created equal. You have an external ring of what appears to be pretty good size, so you will need a plier that can accommodate this type and size. When you squeeze the handle the tips should move apart and the plier needs to be sized appropriately so that the pins can move the tips far enough to removed your ring. The size of the pins have some impact on performance in that the tighter the fit the more secure the connection and less chance of slippage occurring, but being slightly undersized is okay as long as the are strong enough to withstand the pressure needed to remove your clip. A local autoparts store should carry what you need and maybe help you choose the right sized tool if you don't feel comfortable.
I'm not familiar with the Axminster saw, but it seems unlikely that you should have to remove any C clips to change a drive belt. Are you sure that is what you need to do? Do you have an instruction manual for that saw?
It’s a circlip, just use a long nose plier and grab one ear, pull and twist it out, it’s spring steel and will retain its shape.
Yep, snap-ring pliers . .. or . . . use a link belt that you can assemble without removing the clip.
Wow. Never seen any quite like that. I agree. get a link belt.
