Somewhere in the article Fortune says "The plastic and other hardware is available at http://www.rockler.com."

I have found a lot of things at Reid supply.
http://www.reidsupply.com/index.aspx
On page 150-153 several clamps are shown.
Charles
you can probably google toggle clamps or hold down clamps and find a supplier
Ductape can fix EVERYTHING!!!
I've only seen ones that look exactly like the ones in the article in photos--I don't know where to get them. Woodpeckers has one that's similar: http://www.woodpeck.com/holddownclamp.html. You can get them directly from Woodpeckers, and Woodcraft also has them (although I think they may be house-branded).

I checked out Rockler myself and I'm darned if I could find them. If all else fails you can make your own out of baltic birch ply. I've done it on a larger scale for drill-press table hold-downs. 3 layers of banana-shaped ply glued together, with the middle of the centre section removed to allow the threaded rod to swivel freely.

Pricecutter.com has a good selection of hold downs.
Your profile suggests you are in Canada.

Charles mentioned p 153 of the Reid catalog. Here is one that looks like the ones in the article.
