Allow for a maximum of 2 mm shrinkage, and 2 mm expansion (whatever that is in 'before the wheel' measurements) under normal interior conditions, and you'll be more than safe. Normal interior conditions range from typical housing from about 120 years ago, to very modern all-singing, all-dancing, fully insulated, and climate controlled. Slainte.
You're looking at around 3/16- 1/4" difference between 6 and 14 percent. This is what my Northeast, high and dry house with hot water baseboard heat house reads throughout the year.
Go to http://www.woodbin.com and click on the "Shrinkulator. Input wood species, width and range of either moisture content or relative humidity. The output will be the expansion/contraction.
