Designing a book case to build my fiance as a wedding gift. Right now it’s at 52″ tall, but I’d like to take it up to about 66″. How tall could these legs get before I’d have to add some support beneath the case itself?

What is the thickness of its legs? The thicker the supportting leg is, the more will it able to stand firm.

Using straight grained lumber for the legs and cutting the legs so that the growth rings go diagonal I don't see any problem with extending the length.

I suggest that you do a tipover analysis before doing anything. The case appears to be rather narrow in depth. Too tall and taking a book out of a tight pack could bring the caser down on you (or her).
Living in Southern California I anchor all such things to the wall. A right angle bracket installed with the wall leg DOWN behind the case instead of the usual up hides it well from across the room. You have do move the case after marking where the leg is for the hole in the wall, but you only do it once.
Do that and make the case as tall as you like given the above advices.
