That jig was featured in the Methods of Work department in Fine Woodworking issue #74. (link to online version) Unfortunately, we didn't publish any plans in addition to the basic drawing provided. Here are some construction tips that I gleaned from the short article that might help.
The jig is basically a sheet of plywood with a groove cut down the center that holds the Louver stile, a fence on both sides of the groove, a stop block, and a router bridge that supports the router as it cuts the slots.
The router "bridge" as it is called in the article is really just a plywood router base that attaches to the fence and straddles the stile at 18 degrees. It allows the router to move back and forth a fixed distance. To build this bridge, size the area where the router fits to the width of your router baseplate and make it long enough to cut the dado in the louver slots (for example, the router should be able to travel 2-1/2 in. for a 2-in. long groove).
The groove in the center of the jig that holds the Louver stiles also has a series of holes drilled in it. A stop block with a dowel sticking out of the bottom is positioned incrementally in the holes to cut each consecutive slot.
The overall dimensions of the jig are not critical, and the other parts can be custom sized to fit your particular project (and router). Let me know if there is a specific part that requires more explanation.
