Try Forrest, 1-800-733-7111. They'll sharpen any blade and can make a new blade with any size arbor hole you need at no extra cost.

You can get pretty much any blade sharpened at any good quality sharpening service. Try contacting some of the local cabinet/kitchen/woodworking shops and ask who does their sharpening. Most shops I know of would be happy to share that type of info. It's sort of bragging rights for shops when they finally find a good sharpening service. 20mm bore should be no problem for a quality outfit.
Biggest difference in some shops is how fine the will grind to as in 400, 600, or even finer in some cases.
