Is there such an animal as a cup hinge that will work on a cabinet door that is inset 3/8″ with a face frame??
customers want new hardware and i didn’t this specific app. covered in my Lee valley catalog

If you mean that the face of the door will be back into the cabinet 3/8 from the face of the face-frame, I don't think you will find that.
I think you might be able to get there by building out on the back side of the ff to have a place to mount the hinge plates unless you want to build out the ff by that amount.
I'm not completely sure I understand what you need. But if you are talking about inset doors, yes of course there are Euro cup hinges for that. If you inset them 3/8" from the faceframes, you will probably have an opening angle of about 100° or so before the opened door hits the frames. If you really meant a 3/8" inset on rabetted doors, it also can be done, but this is a specialized set-up. Blum and friends do not advertise the possibility but I've posted in the past on how to solve it.

Here's a page out the Blum catalog showing how to do a 3/8" rabbeted door and a 170-degree cup hinge.

After I thought about it a while, I realized it was pretty much impossible to do 3/8 rabbeted doors with cup hinges on face frames...
probably would work with blocks tho...
I'm just gonna tell them it would be more work and more $$.
