A few years ago I built what we call Plantation Shutters here in Texas, for 30+ windows in our house. After checking the price to have this done I realized it was equivalent to the cost of a new car! I looked at several professionally made units and came up with my own plans. They are relatively simple in design but after 600 louvers they do get a little monotonous to build.
The only challenge was the cross section of the louvers themselves. They have a gentle curve and a rounded edge. On the prototypes I used a jointer to try and shape them. That didn't work very well so I purchased a planer/molder machine and had some custom knives cut for a total cost of about $1000.
The plans I have are all hand drawn (and very basic) but the finished units came out as good or better than professionally built units. I would be glad to fax them to you if you like. It was a fun project and would love to help another through the process. It was a long one though (about a year).
