I use my solid hardwood scraps for kindling for the fireplace, but often have to load up my small garbage cans with the plywood scraps.
Can I safely burn the hardwood plywood scraps? I’m mostly worried about the glues and non-hardwood veneers that might be lurking inside causing noxious fumes when burned.

I wouldn't burn them in an indoor fireplace.Build up in a chimney and fumes from the glues would be a real problem.But, they could be burned in and out door environment (campfire, trash pile) as long as you are not breathing the fumes.
You are correct in worrying. THey should not be burned inside.
