I have some wooden bowls with a clear finish (lacquer or varnish) on them. I want to remove this finish and replace it with a “food-safe” oil finish. Can anyone suggest a food-safe finish remover that won’t leave a toxic residue on/in the wood?

If you don't want to use a chemical,the easiest solution is to scrape and sand the coating off. This will also lighten the wood as you are abrading the surface.
If you were to use a stripper, neutralize it with an alcohol wash followed by soap and water. The grain will raise a bit doing this. Follow it up with a light sanding.
The FDA has stated that any finish , once cured , is food safe.
