Dear all,
Just received my 3000 watt voltage converter. (step up/step down). This voltage converter is not the one I mentioned in my previous post. I have yet to receive that site voltage converter. This is another one I intended for dedicated use. ( see the pic in the attachment)
I connected to the grounded power source, and tested the output socket using a test-pen. The test-pen bulb lighted up. It should be OK.
I contacted the test-pen to the carrying handles and the 4 nuts/bolts of the body casing. The test-pen also lighted up.
Is safe to use this converter ? Or maybe I should concealed it in a wooden box ?

It may be that your test pen is too sensitive or it may be that your outlet is wired incorrectly or your new transformer has an internal fault. If your wall outlet has a screw in the center for attaching a cover plate try touching your pen to that screw and see if it lights. If your pen lights and the outlet is truly grounded your pen is too sensitive. You really need a meter capable of reading voltage and resistance to do meaningful tests. I have seen pen testers that light when touched to almost any metal object. It sounds like you are being careful, please continue to do so. If you can borrow a proper meter e-mail me with your phone number and I will call you and walk you through the test.

I'll try to check the wall outlet box with my test-pen first. I will inform you later since I am now at work.

I have tested the wall outlet socket box as you suggested. The test pen did not light up, so no leakage. I also spoke to an electrician about it. He agrees with you that possibly the converter/transformer has a leakage. But he cannot reason out why the circuit breaker did not trip off.
I think I will get the converter tested and checked by qualified electrician before using it.
