I am in need of plans to make a jig so that i can build external window shutters. Any help would be appreciated.

Norm had a pretty decent one on NYW for doing smaller louvered doors. I would think you could just scale up his plans for larger shutters. You might try searching his site for a look.
If you build it he will come.
