I don't know who makes them but I've seen them sold at Woodwork Supply and Woodcraft.
I don't think what he has are still being made but "Board Buddies" are almost the same. I found them in the Rockler catalog but they are in many others also.

They're Board Buddies made by Woodstock International.
They're on Amazon and many others as well as here. Bought mine at Western Tool Supply and have another pair I bought back in the 70s. Yellow wheels for TS & Router Table and Green ones for Shapers.
