I’ve changed the head on my Jet 8″ (2 HP running on 220) Jointer from knives to helical cutter head reused old pulleys and added new-segmented v belts.
It works fine when I joint an edge but when I flatten a face it sounds like it’s bogging down even taking a light cut,
Also I thought these heads were suppose to be quitter, mine is definitely nosier.
Any suggestions as to why?

I have a Jet 8" HH jointer bought with the factory installed helical head. I don't think there is any difference between face and edge jointing noise or otherwise on my machine. At least I never noticed any.
One thing . . .You said you installed segmented belts. On my Jet 8", dual grooved belts were installed from the factory. I am not sure that segmented belts are a problem but check with Jet to be sure that segmented belts are recommended. (Careful if the machine is still under warranty. You might not want to tell them you already have done it.) I have never had any problems with my original belts; no vibration or excessive noise.
I have actually had good experiences with Jet's service/support department. They should be able to provide the information on belts that you need.
One other thing . . .I wouldn't really describe the operation of my Jet HH jointer quiet. It certainly seems to be quieter than a jointer with steel knives, but still noisy enough that I wouldn't operate it without hearing protection.
Check belt. The segmented belt needs to be tighter than what you might think. Try old belt to match for size. Be safe.

Make sure that you purchase matched sets of belts. They will be the exact same length and will therefore share the driving load equally. If you replace one belt, you must replace both with another matched set. Any industrial supplier will be able to easily assist you.
