The router cabinet I’m building is MDF with cross-dowel fasteners on the 90 degree butt joints. How about using Kregg fasteners instead – will they hold in MDF?

They'll hold, sort of, but the strength won't be high (not nearly as high as cross-dowels), so you may want to use more than you normally would. Have you ever seen Confirmat or other screws that are designed for use in MDF and particle board? They're large diameter, with very sharp, coarse threads. They're probably not as strong as cross-dowels, but they'd certainly be stronger than ordinary pocket screws.
