I am refinishing a table built several years ago that is pretty scuffed up and needs a face lift. At the time, I had sprayed 3 coats of poly on it. If I scuff sand the surface well, can I simply spray several coats of pre-cat lacquer on top? Upsides to this? Downsides? Will the lacquer bond to the poly adequately?

Go for it. Just make sure you create a complete, uniform scratch pattern over the entire surface. A random orbit sander is perfect for this. I'd start with 100 and finish up with 180 grit, 220 tops. This is the time to get the surface perfectly flat for the lacquer top coat.
Wipe it down well with mineral spirits, or even lacquer thinner, if you wish and spray on the pre-cat.
