It means that you can lock the spindle/shaft/arbor at any one of 24 different positions of rotation i.e there are 24 holes probably on the pulley that are 15 degrees apart. Useful if you want to do things like fluting or reeding on a turned spindle in the lathe.The arbor lock is a plunger device that will fit into any one of the equally spaced holes -to do the locking.
