does this tool exist? what i would like is a battery pack that stands between me and the house i’m working in, that i could then plug any tools into. some kind of power reservoir brick that charges up on any normal outlet but then provides perfect juice for my tools, never popping a breaker. i want a bit more than a surge protector, i actually want a battery storage brick with some outlets on it….is this something thats already out there?

A generator would be much cheaper.
What you're describing is a DC to AC inverter system. You can buy inverters of various sizes for reasonable prices. By the time you build up a battery system capable of maintaining a charge for an entire day, you will far exceed the cost of a generator.

thanks, exactly the info i was looking for!
You can go to http://www.apcc.com to look at several models. A 2200VA model will run about $250. The worst thing about these is they are not really portable. These things are a back breaker at 110lbs. A person can carry the 2200 but forget doing it much. Even putting it on a dolly you would still have to get it in a truck. The run time for a 2200va using 115v equipment is little less than an hour at 600w. That translates to 5 amps continous draw. The max is 1600w or 16 amps. More power equal more weight.
As a computer professional I'd have to advise you to be careful with using an APC SmartUPS or BackUPS with power tools.
They are NOT meant for motor-driven devices, mainly electronics. I believe the inrush current from an electric motor could damage one.
go to http://www.apcc.com and then contact them for details as I'd hate for someone to try to do this and end up burning up what is a not-so-cheap piece of equipment -- I know because I live in FL where power interruptions are VERY common due to summer thunderstorms, so I have 4 or 5 UPS's in my house.

I use dozens of the 2200's and alrger and a 16kva APC. As long as you stay within the specs you can run off of it. The point is they are so heavy and have a short runtime at load they are not practical for this use.

Second hand dielsel electric submarine.
battery pack good for several weeks given your application.
But you'll need a very big truck to move it arround.
If it must be electric, investigate a silenced trailer mounted generator.
On reflection air seems a much better choice.
