In some the videos on turning the interior of a segmented vase, the turner uses what appears to be a steel rod with a cutter attached. Are these home made or is there someone who sells these? In the videos they are used to turn deep vases.

They are usually purchased, but are sometimes home-made - it depends on the turner.
The longer the bar, the thicker it needs to be to damp vibration.
This is a difficult operation and usually the mark of a more advanced turner.
